No. The order applies to executive-branch communications, to the maximum extent permitted by law. Companies, publishers, and state governments are not renamed by it.
Is SI smarter than AI?
Not under this order. The order maps SI to the existing statutory AI definition. “Superintelligence” in research papers is a different, much stronger claim.
